Per The American Recovery and Reinvestment Act of 2009 (ARRA) – Stimulus Bill, Physicians must use an EHR and will have to show ongoing “meaningful use” of that EHR. Physicians would receive incentive payment up to $63,750 through the Medicare and Medicaid reimbursement systems for who adopt and use EHR.

Payments/incentives can be substantial especially if a physician participates in the program starting 2010 or is already using EHR. Later the usage starts, lesser the payments.
For eligible Medicaid providers, stimulus legislation provides for up to $63,750 in federal contributions toward the adoption, implementation, upgrade, maintenance, and operation of EHR technology.
Physicians who do not adopt and use an EHR by 2014 will actually be penalized beginning in 2015.
